Can we edit the app and upload the changes while the app is working.

I want to make required changes that can be saved unless made on the app level and this is difficult to do unless we can make the app duplicate and releases as V2 and so on.
can we make changes offline (not reflecting app when some one is working on that app) and update the app to make the required changes.
Is there a possible option to do this currently.
